The Franklin Public Library has been operating for 115 years, originally opening in 1894. The Library offers a PA Room that is rich with information about local history and genealogy, open Monday, Tuesday, Wednesday and Friday 12:00 - 5:00 with limited hours on Saturdays. The PA Room has a vast index of obituaries and significant local events on microfilm. The library works in close relation with other history related organizations.

The goal of the Friends of the Library is to promote use of all the services of the Oil City Library, conduct fundraisers, help in shelving books and promote the Adopt-A-Shelf program.

Oil Region Library Association (ORLA) has governed the Oil City Library since 2016. ORLA is dedicated to enriching the lives of our community, encouraging lifelong learning and providing access to information and resources. The Library has operated at its current location since 1904 and provides users with access to over 100,000 resources. Along with many books, users can also check out DVD's, audiobooks, magazines WiFi hot spots, fishing poles and many other unique items! Public PC's, laptops and WiFi are made available daily in addition to other services. Explore beyond the four walls of the library by utilizing the growing digital collections of eBooks, digital audiobooks, digital magazines, language learning, car repair manuals and much more! The library is proud to be the District Center of the Oil Creek Library District and a member of the Venango County unified catalog with Franklin and Cooperstown Public Libraries to make resources easier to access and share! Regular programming opportunities are offered for all ages with a significant focus on young children.
